Issue Summary
There is no "Configure roles" roles tab on the group's member list. Not for group administrators, not for site administrators who have both the required "configure member roles" permission.
One of the most important reasons for this is that I would like people who created the group to be able to transfer their group manager/creator role to someone else and to disappear from the group altogehter.
I upgraded OGUR from 1.5 on an existng site with many groups installed, to 4.1 to 4.dev. Everything went well apart from the "Configure roles" tab.

After a night sleep I realised that I forgot to mention the following:
the 'Organic groups access control' has been disabled in favour of the Workflow module combined with the module grants module: works perfect for all read, edit delete grants.
It might be the case that the access to the 'Configure roles' tab is organised through the Organic groups access control.
