I recently have been trying to install phone number module and while I was changing the .info file because of wrong dependencies I didn't notice the core entry (which was 6.x) and left it as it was, (see #954504: Won't install because of wrong dependencies at .info file) and the module still installed with no problems at all.
On a downloaded version from DG with 7.0-dev this was not possible.

I tried to reproduce this and could not.

I got "this version is not compatible with Drupal 7.x and should be replaced" and a big red X which prevented me from installing the module, which is what I would expect.

If you can still reproduce this, can you please explain in more detail exactly what you did?

What do you mean by this? If it's not reproducible with the latest 7.x-dev code then it's not a problem :) However, I tried with both the latest 7.x-dev and with 7.0-beta2 and can't reproduce it with either.

I can't reproduce this either, and as there has been no response from the original poster for 7 months and no one else has chimed in with a "me too", I'm going to assume this is no longer an issue.
