Because you haven't defined the option_definition() in the plugin views export doesn't include the settings with it.

I've marked as critical because it was a critical bug for our development workflow, a nightmare if your using Features or otherwise trying to keep views in code.

I think it's a good practice to try to address bugs "in the next release" ... SO I do understand why originally this issue was entered as 'critical' ...
