There is no header what so ever above password policies for user on password change tab or registration form. This patch adds simple "Password requirements" -text above polices -list for user. This is goof for new users and helpful for other users as well.

Agreed this should be updated. Refactored list as theme('item_list') implementation for easier customizations.
