Error in Drupal 6

When I try to access to the widgets administration page:
http://localhost/drupal-6.19/admin/settings/dashboard/widgets

I get the following error message:
Fatal error: Call to undefined function drupal_build_form() in C:\xxx\www\drupal-6.19\sites\all\modules\dashboard\dashboard.admin.inc on line 179
