I've setup a clean install of Drupal, with the bare minimum of modules installed for this test. I've followed the "Configuration" steps from this page:

http://drupal.org/project/signup_pay

But when I get to Step 5, there is no "Signup Amount Per Role" visible. Do others have this module working? What am I doing wrong?

This is an old issue now. Having the same problem really, and wondering if anyone found any solution to this?
