how to get the settings (pencil) link of a block and default homepage as in Drupal.org

Issue Summary

In one of my blocks on d.org i have a pencil or settings links that hides or shows a search field.

How can i activate this link?

Yes! :) There are a lot of functionalities implemented by Dashboard module on Drupal.org, that are really cool.

Please let us know, if they are backported on dashboard CVS rep.
