When my base URL is https, the external links page returns "URL not valid." and the address bar looks like "http://website.com/ext_link?url=http:/%252Fwww.fdic.gov/"

I am not able to reproduce this. If you look at the link you provided, it doesn't even contain https and http:/%252Fwww.fdic.gov/ is not a valid URL.

No, not the external link your going to, but the Drupal site using https - I have secure pages installed.
