This module is free for commercial use, as outlined in the licensing of Drupal. The details are located in the Licensing FAQ.
As far as whether it is allowed by Yahoo!, I did not ask them specifically, I simply used what they have publicly available, and what other people use. Their terms of service and copy write notices are at the bottom of all their chart pages.
