I have a number of galleries with image counts that exceed the thumbnails per page setting, and trigger the pager under the thumbnail display. For example, with a setting of 24 per page, 80 images will give me pages 1 through 4 in the pager. If I set the gallery to 'Private', the pager reports pages 1 through 7, and pages 4 to 7 show the 'there are no images' message.
The quick fix is to use Content Access to control access to the gallery and images instead of Node Gallery Access.

justintime commentedSwitching this to a support request - I just tried it on a bare-bones install of NG2.x-dev and NGA2.x-beta2 and couldn't reproduce.
99% of these problems occur when you have multiple access modules installed and active. Can you disable all other access modules, rebuild access permissions, and try again? If that works, try playing with the weights on the two modules a bit.
