I totally agree, some issues can be better explained with screen shots.

I suppose you tried creating forum which doesn't let you attach a file however if you submit an issue (http://drupal.org/node/add/project-issue) it lets you attach a file (following extensions may be uploaded: jpg jpeg gif png txt xls pdf ppt pps odt ods odp gz tgz patch diff zip test info po pot).
That said I would strongly suggest searching for similar issues in issue queue or forums before submitting one.
