tax better with no case sensitive

I think the tax module should not be case sensitive on the rules with states, or cities.

I use ecommerce with anonymous users and the type the province like "Madrid", "MADRID", "madrid" or "mADRID". I must to create many rules for the same province in order to be sure it's working.
