My shipping method is a flat $2.95 if order below minimum and FREE if above it. I set minimum rate to 0.500 and default % shipping rate to 1% and I got 3.00 I have set "free rate above" to $70...yet shipping quote remains the same above $70 as it is below $70.

Also Minimum rate and Default product percent shipping rate does not seem to work as the example to achieve the desired $2.95.

Please lend a helping hand to accomplish this.
