Is the "user login" functionality/block no use?

I installed Drupal 5.0-beta1, FUDForum 2.7.6 and FUDForum Integration HEAD in my web server xampp. I enable the "User login" block in Drupal, so there are two user login area in front page of Drupal. I can login the Drupal through either of them and the results are same. Is the "user login" functionality/block is no use?
