This is kind of a 'reverse' issue to #358265: Switch to change the starting quote into a lower quote („) and ending quote accordingly

For the sake of homogeneity, I would like to convert all occurrences of lower quotes („) to upper ones. In German, the lower quotes are standard, but I'd like to have the same style on the whole website. But lower quotes seem to be ignored. I tried with this text example:

„Lorem ipsum dolor sit amet, consectetuer adipiscing elit. Aenean commodo ligula eget dolor.”

This is not the business of this filter.
It could would be easy to implement it in a separate project and insert it before Typogrify in inputfilter-queue.
