You are installing this on 4.6, while the theme is designed for Drupal 4.7. Ergo, it won't work on Drupal 4.6, unless you backport.

Note that if you are going to use the (modified) theme on Drupal 4.6, you need the PHPTemplate theme engine (see http://drupal.org/project/phptemplate).
