It seems a bit odd that the blame log ui can be found under:

admin/content/blame/record/1

rather than something more logical like the reports section e.g:

admin/reports/blame/record/1

I sort of understand why it's under content management but it seems more like a log tool than a direct way of managing content.

I 100% agree with this. The initial concept of the tool was target specifically at content, but as development on it began, it quickly became a more robust, global tool and was never removed from that menu path.

This will be changed in the next release.
