A descriptive title till we figure out why it's happening :)
Steps to reproduce:
1. visit admin/structure/block
2. scroll the page down whilst watching the table header
3. scroll back up
Result: notice we now have a white gap in the table header
Haven't looked at the code yet, but it seems as though the sticker header is a duplicate and sits on top of the broken header if you look along the bottom edge of the table header as you slowly scroll down. When you scroll back up the dup disappears leaving only the broken table header visible.
4. click 'show row weights'
Result: still have the empty gap, and now weight and operations columns are in the wrong position.

adrinux commentedAdd some screenies (got a validation error when trying to attach to issue above).

drewish commentedSimilar thing happens on the node display settings page (admin/structure/types/manage/article/display) if you expand the CUSTOM DISPLAY SETTINGS fieldset.

drewish commentedWell that's the floating version. Here's one with the header not-floating.

Jeff Burnz commentedI can reproduce this in Bartik also. This does not happen in my own admin theme, however I am yet to nail down why this happens.
Another oddity in Safari is the toggle weight cell disappearing and reappearing when scrolling - which is very inconsistent across various themes I set as admin theme, depending which state the toggle is in - i.e. if its showing row weights sometimes it (the header cell) disappears when scrolling and vice versa.
On windows I cant seem to reproduce this in Chrome, only Safari (5).

tim.plunkettI think this is the same as #988930: Sticky table headers need to react properly to "show/hide weights column" link. This issue came first, but that one is in the right queue, so I think its okay to mark this one duplicate.
