If you can find someone who has experience developing modules and integrating other systems into Drupal you might want to consider also using this:

Sahana is open source and free to use. Since your focus is international relief I would imagine you could really use Sahana too, but it's not enough to power an entire site. Integration of Sahana with Drupal, CiviCRM and the various CivicSpace modules would definitely be able to power your site.
If I developed modules I would help you out, but I don't. I install and configure scripts really well and can tweak things here and there...but a developer I'm not. I'm only responding because I recently discovered Sahana on accident and remembered it because I had never seen anything quite like it before.
