Often administrators will use custom roles created to allow different levels of access by users on their sites. One place this is seen is with the loggintoboggan.

a good feature would be to add the ability to email users whenever a change in their role (and therefore privilages) has occurred.

it would be important to be able to choose which roles, when the user is upgraded to, would trigger the email, and allow customization of the email text.

this is a reasonable request, but i have no time to implement it anytime soon, sorry. :(

if you can either a) implement it yourself or b) find someone else to do so, by all means, submit a patch to this issue and i'll review it.

now that user_status.module is part of D6 core, moving this feature request to the right queue. ;) if anyone's interested in seeing this before the D6 feature freeze, please assign this issue to yourself and work on a patch. however, you should definitely read http://drupal.org/node/146223, which contains a bunch of my thoughts on a new UI that would seriously help this feature request.
