I tried the link for the mySQL Dump of US Postal Addresses and it does not work.... please advise.

I believe this was about the handbook page at http://drupal.org/handbook/modules/location

I updated it to point to http://cvs.drupal.org/viewcvs/drupal/contributions/modules/location/data...

These are also available in the file that you downloaded, but thanks for the update that the link was broken.
