I successfully set up the module as admin to connect to a google account and manage picasa albums.
However, normal users cannot work on this same account, nor associate to another one.

I did not found any settings, I was only requested once the connexion information as admin, and then no way to let other users benefit of the module.

They can create albums, edit existing albums without any error, though nothing happens on Picasa side.
