Reorder actions list

1) I have always needed to disable an Action Item without Deleting it, for testing purposes, I face this every day now and then.
2) Why not make the Actions Dragable, for easy reordering.

I have marked as Major Usability Issue.

Too much can be achieved with the Rules Module, but it takes huge leaps of manual clicks and wait cycles.
