1. Enable the clients feature
2. Create a client
3. Create a site and assoicate you new client with it. (Maybe not necessary to repeat this bug.)
4. Disable the clients feature
5. Create a new site.
The site form that displays in #5 will display the client created in #2 as an uneditable field. I would expect the User1 client to be the default client for new sites if the Clients feature is disabled.

But I can't reproduce this in HEAD, tested just now per your steps. It's possible it got fixed during some heavy site form refactoring in #955854: Site form can be very slow with huge number of platforms and packages
Please re-open if it continues to occur for you in HEAD or in the next release.
