* Install d7-rc1
* Don't create any content, leave the size short enough, so you don't have a scrollbar
* Open the overlay (the scrollbar now appears)
* Close it
* The toolbar doesn't know that the scrollbar disappeared

Another duplicate: #1040032: Toolbar does not resize. This has now been tested and confirmed fixed in two tickets.
