Also import parent child relationship if there is no other geo-information

This patch allows to import parent- child relationsships when the parent (or child) has no geo-data. This might be handy if you want to store Countries without a coordinate, but cities with a coordinate.

We had such a scenario, and it took a while to find out why the import was not creating the hierarchy.
