I know I have seen this setting in 4.6 but I cannot seem to find it in 4.7 anymore. Could someone please tell me how to enable this again?

Via the filter configuration on administer » input formats (admin/filters). For filtered HTML: admin/filters/1/configure. Check 'Spam link deterrent" in the HTML filter fieldset.
