After messing with the rules action "Use node object to execute a VBO programmatically" and having lots of issues with it, I finally realized something very simple. I think that this will solve lots of other issues I've seen in this queue, here it is:
The action you want to use in rules, must also be enabled for the view your using.
I don't think that options should show up in rules if they aren't enabled in the view, so I'm calling this a bug.

I thought that the VBO action logic only showed the selected actions. If it doesn't, it's definitely a bug.

that0n3guy commentedYeah, its wierd because some thing it will only show if they are selected (like the execute arbitrary php) but other things are there all the time.
My guess is that some issues in the queue are cased by this simple thing.
