Editing broken if nplurals=1; plural=0;

Because the condition checked for is both need to be non-empty, this plural formula is not displayed in the editing UI if pre-existing. Not nice, since this is a possible formula and is used for some languages by default. Here is a simple patch to fix it. Committing to Drupal 7.
