Updating the commentapprove module. I've moved the menu structure around so that the approval workflow no longer conflicts/augments/overrides the built-in Drupal comment moderation page. Instead it is now located at admin/approval. This version also introduces a new permission 'approve comments', and respects 'administer comments' permissions (doesn't offer a link to edit comments if this perm is missing). Cleaned up UI a bit as well.

Commit a551f65 on 4.7.x-1.x, 5.x-1.x, masterInitial commit of the commentapproval module. This module allows a specific workflow where comments can created in a state that is published and unmoderated, yet a site administrator can approve or disapprove of them later. This is to avoid the -your comment has gone into moderation and will be published later- messages.
