Issue Summary
Well, this is not really a bug, but I guess it should be discussed.
Why is the links under admin/build called:
admin/build/block - Singular
admin/build/menu - Singular
admin/build/themes - Pluaral
??
Shouldn't it be admin/build/theme?
...
...
Or admin/build/blocks & admin/build/menus.
Can we get a standard for this, either singular or pluaral, so that it's easier to remember?

Well... the good news is that this is a duplicate (I swear). The bad news is that the search index is currently being rebuilt, so I can't tell you the issue ID of the relevant issue.
