Prioritization and assigment built into task List.

Description
I know this is similar to case, but there are some differences. Is there a way to create a TODO, and assign it to another party and for you to control that _prioritzation_. Like it is a 5 (Very important) for you. Then the person who gets it can see it on their list and assign their own personal priority against their other tasks. Let's say 4 (Important). Then I, who assigned it, can see the other's prioritization and keep watch on it, and then notified when it is done.
So basically what I am asking for is a prioritization feature against other items in the todo list, and to be able to move items up and down the list according to their priority.
