A forum topic is considered to be active when the forum topic itself is new, or when it has recent comments. Thus, new forum topics are active, but active forum topics are not necessarily new: old forum topics can be active too.
Related question: How can I make only one visible and not both? I feel it's an information overload and usually many topics are the same in both sections for obvious reasons.

Makes sense! Active forum topics is a very clever way of kicking life into an old thread and give it attention again.

Would it make sense to say that a forum is active only if it has a recent comment? That would avoid duplication in the two blocks.
