dooug commentedHere is a tarball of combined patches from comments #3, #6 and #7. I also attached a patch that applies to 6.x-3.x that includes all those patches.
Warning, this is not a complete D7 port of all the submodules! Only the patches above are rolled up together.
Also, @jlyon, you should probably create a separate issue to submit a patch for adding "support for excluding usernames by prefixing with ~" instead of including it in a D7 port?

othermachines commentedIn case anyone is still working on a port, you can leave out the 'cep_taxonomy_vocabulary' plug-in from #6. Apparently this was long ago built into the Context 7.x branch (condition: Taxonomy Term).

colanI'd recommend supplying individual patches for each feature to the Context issue cue directly as folks will only work on each feature as they need it, and nobody seems to be spearheading a port of this module for Drupal 7.
To start moving things in that direction, I just created #2175293: Port the context reaction "Front page" from Context Plugin Extras and marked it related to this ticket.
