arabic titles do not show up with internet explorer

Description
the arabic titles do not show up on any of the followin platforms
windows xp and firefox
windows xp and internet explorer
windows 2000 and internet explorer
BUT
it does work with windows 2000 and firefox.
i am at a loss as to why the last condition is so.
successfully works with fedora core 5 and 6 and firefox and konqueror 3.5.x.
