QA testbots not testing current version of code - new tests not included

I committed a new module with new tests as part of the Examples project earlier today or yesterday. It's the Action Example in D7 Examples. It is already in the D7 package, so I know the packaging system is working right.

However, the new tests are not getting run, see http://qa.drupal.org/pifr/test/26934. Why is the testbot excluding or ignoring some modules?
