You can disable the "Display HTML help" for an Input format in the admin settings yet the HTML help will continue to be displayed.

This bug is still present in the 5.x series. Me and a number of other people have reported it in the forums: http://drupal.org/node/113189

I've asked about this on #drupal-support. From the response I got, it would seem that this definitely is a bug.

Title: Issue With Displaying Input Filter Tip » Unchecking "Display HTML help" checkbox has no effect
Component: base system » filter.module

I'm changing the component from base system to filter.module.

I'm also changing the title from 'Issue With Displaying Input Filter Tip' to 'Unchecking "Display HTML help" checkbox has no effect', since the latter is more informative.

You guys seem to be confused with toggling input format description display. The above said feature "Display HTML help" does work fine under Drupal 5.

With "Display HTML help" checked: http://drupal.org/files/issues/Picture%2022_3.png

With "Display HTML help" unchecked: http://drupal.org/files/issues/Picture%2023_3.png

This is the change that setting has to bring at the page ?q=filter/tips

Confirming it does not work in D6, please have a look at screenshot (checkbox disabled, but help showing up anyway on node form). Reopening it against D6.
