Attaching screenshot to better explain this as wording sounds confusing. Happyfeet is the default template for the site, Seven is the default admin template for the admin area. When accessing the block admin area, Bartik is selected (which for usability should default to the active site template tab) and links to the Happy Feet custom block demonstration page.

Pretty sure this is the same bug as described here: #950770: Contributed themes block configuration tab misnamed/does not show when multiple themes enabled, in particular see http://drupal.org/node/950770#comment-3615610
