Yes, v3 will be ported to D7. I am currently waiting to find/fix any bugs that int the D6 version. Then I will port over.

Initial upgrade complete. Drupal 7 development snapshot will be available when the nightly snapshot script runs. This is my first D7 theme so I consider this to be a very rough draft.
