Will Cache actions be ported to Drupal 7? Roadmap?

Hi!

There are plans for a D7 version but I have not really put any work into it yet. The Drupal 7 version of rules is a bit different from the D6 version since it now makes heavy use of entity API, and I will have to take a closer look at the new implementation before getting back with a more concrete roadmap.
