Forbid creation of book main page prevents content type being created outside of a book

Release notes state:

Setting "Forbid creation of book main page" allows now creation of content-type as standalone but cannot be modified to be main page of bbok

...But the observed behaviour is different - I have had to disable this setting in all content types that can be used stand-alone as it was preventing their creation outside a book.
