Once you download the full packacge you can install Drupal choosing the Commerce Downloads profile on the first installation step. The Commerce modules and components will be pre-configured for use. Just be sure to specify a private file directory during install.
Installing with drush make
If you have drush / drush make installed, you can use the following command to get an entire Drupal Commerce distribution (i.e. Drupal 7 + dependencies + Commerce modules):
drush make http://drupalcode.org/project/commerce_downloads.git/blob_plain/refs/heads/7.x-1.x:/distro.make
