    - Proper and more granular permission from the Signup and Signup status modules.
    - Error message on settings page when no roles are assigned the 'sign up for content' permission.
    - Moved Signup Pay settings to its own field set for usability.
    - Simplify some of the code to reduce complexity.
    - Some code reformatting for style.
