    Fixed problem with missing forums.  Originally the forum list for the Site metadata was generated based on the fact that a top-level forum contains nodes; but of course if the top-level forum is just a container this isn't the case.  Now we check for vocabularies of type "forum" and forums with a parent level of 0.
