    Managed to get the RecentNotPromoted and Navigation blocks back in a working state. Moving around the order of tasks seemed to resolve the issues I was seeing.

    Fixed the Navigation block. The RecentNotPromoted block is still not displaying properly.

    Cleaned up hook_profile_modules and trying new method for enabling theme. Theme is enabled, but blocks aren't right.

    Fixed the data type of a db_query argument used to alter the Navigation block. db_query was expecting a decimal, but given a string. This probably caused the problems I was seeing in the block.
