drupal.org upgrade

My account appears to have restricted access. Cannot add anything from https://www.drupal.org/project/add All links to create a project return the "403 - Access denied" message

Perhaps my account did not upgrade correctly? Might be missing a needed Role membership?

While testing "'Views List Sort" with the "Upgrade status" module, it shows the module as Incompatible with DRUPAL.ORG 9-READY.

Now we have many disparate communities that unite the drupal. I.e. in Russia there two sites of the communities: http://drupal.ru and http://dru.io. This is too difficult for beginners.

I propose to focus community integrate our forces on creating a resource that is accessible to all. And I suggest add ability to co-translate drupal.org on other languages: docs, landings, news, projects, etc.

#448074: @ style mentions for usernames which send notifications for D.o is about providing a way to use @ style mentions with notifications.
This is about having an autocomplete UI for that.

The "jump to" menus appear both in the main content area and the sidebar (see attached screenshot). It's redundant to have the same links in both places and confuses/clutters the UI.
