Various improvements to runserver, now can use the php 5.4 built in web server (in addition to the cgi based one), fixed and streamlined user/conf passing and watchdog logging.

Bug 1432186 - Command required-arguments is broken - don't set argument-description by default, so argument descriptions are saved and checked.
