DamienMcKennaTwo main reasons: 1) if you download the code via 'git' the file is not present, 2) if you download the package from a mirror you don't get the file.

jcisio CreditAttribution: jcisio at Axess Open Web Services commented@DamienMcKenna the license file is GPLv2+ so it should not be there. Actually, the license does not require that a license file is present, and Drupal discourages (https://www.drupal.org/node/1587704) adding such file in the git repository.
