Setup a branch on the Guardr Project to test dev releases [#3090567]

Setup a branch on the Guardr Project to test dev releases of Guardr and Guardr Core. Now that we have the 8.x branch in Github building against actual releases and not dev releases, we need a way to test dev builds. An additional dedicated branch for this will help. Note that that branch will need to be updated form 8.x periodically to be valid.

Steps taken:

@shrop created a 8.x-1.x-test branch, but it had some PHP build issues
@joestewart noted that there needs to be a fix for PHP minimum compatibility
Joe created a PR to resolve that issue https://github.com/guardrdistro/guardr-project/pull/11
shrop merged the PR after tests ran successfully
Joe created a new test branch that will be what we use going forward https://github.com/guardrdistro/guardr-project/tree/8.x-1.x-test-dev. shrop deleted his test branch since Joe got his going and is working now! Just need one.
shrop setup Travis to run tests on 8.x-1.x-test-dev every 24 hours if they haven't run in that time period (just like 8.x)
shrop merged in PHP compatibility fix to 8.x-1.x-test-dev
