Check if modal is published before to show

We need to send it on the same release of #3098094: Create a hook update to update all modals for published = TRUE

When the hook_update was done we can send the new field.

Update issue Parent with the Dependency

The toggle option (published field) was postponed (for now) because before creating a new release we need to complete a hook_update. Please see it at: #3098094: Create a hook update to update all modals for published = TRUE
